She didn't actually bully in a tradition sense. She played the "all about me all the time", light levels of narcissistic personality disorder. Her bullying was by not letting others have their time to deal with emotion or talk about issues. She has the chance to stand up early on and cried while not correctly pointing blame.

Of course it doesn't make their actions and their consequences any better, but there's a difference between pathological narcissism and being a snek intentionally playing the victim card. I'm still not quite sure what Kawai's case is since I didn't read the manga and the movie made it ambiguous iirc.
I think someone who doesn't realize the consequences of their actions is better than someone who's aware of them yet still doesn't change (like Ueno). In fact, crimes where there's malice and intent have more sever penalties compared to crimes done due to mere negligence

And Ueno can try to do that only because she realised she was wrong.
They are both doing similar things. Kawai DOES fucking notice what she is doing. She is too self centered and narcissistic to ever admit or change that or allow blame on herself. Ueno ignorantly blames others for causing problems they didn't and has violent outbursts from feeling wrong/ignorant. Refusing change and negatives in her life. Both are deflective personalities.
Ueno accepts she has faults and wants to change and fix them. Kawai doesn't accept her faults and won't admit them.
They both know exactly what they were doing. The only real negligence comes from their younger days, Shouyo ripping the implant out for example, and Ueno participating in bullying. Kawai already at this point knows she can cry and change focus on her to get out of shit.
The things the manga/film discuss are not really relative to a father missing directly. Even if a father figure was there it is more than not possible Shouko and Shouyo would have the same relationships with their parental figures. Those issues are fringe on the mental discussion happening between all the characters internally and socially to their peers.
However it sort of IS a plot point that Shouko is to blame for her parents divorce because of the strain a deaf child was to her parents relationship. Even more weight on her shoulders that EVERYTHING is her fault even when it isn't.
