That's what every piratefag on Zig Forums has been saying for the last 15+ years. Wasn't true then and it certainly isn't true now. Overseas sales make up a significant percentage of Japan's overall anime/manga industry profits.

They get money based on how many volumes are printed in Japan, whether people buy them or not. For licensing they probably just get paid an upfront value and then it doesn't matter if you buy it or not. And in some cases, the company probably just keeps all that money if it's not a significant enough amount.
