I'm 99% percent sure it is Ayasaka, she looks the same and is together with the other two girls Ayasaka is always with, the only slight difference is that her hair is not coloured black, but I think that could just be a stylistic choice for that panel.

It varies, most of the time it comes out on the 27th, but the 26th has happened a couple of times, I think it even was the 28th one time. see web.archive.org
You are right that with the timezone differences when it comes out in Japan, it is still the 26th in Europe/America, but given that the TL takes a bit of time, we end up getting it on the 27th anyway, and the TS takes a day or two too.
