Yeah, he started uploading all the episodes, OVAs and movies (AnimEigo and Central Park Media dubs too) subbed in December 2011. He even started uploading Maison Ikkouku ( VIZ English dub too) as well in late 2012. It was around 2014 that his channel got teriminated. Not sure about the exact timeframe, but I know I was watching Maison on his channel in January 2014.
I recall he made a vid in early 2012 talking about a hypothetical modern English dub, and that his choice for Ataru was Brad Swalie.

Don't rush through it. Watch it slowly and enjoy. It takes some getting used to but do not just go and watch Beautiful Dreamer. A lot of the character interaction and reasoning will not make sense unless you're familiar with the cast

Only You is the GOAT in my book, with Beautiful Dreamer at a close second. OY is "the most true to the UY universe, according to Rumiko, while BD is Oshii's experimental take on it. Like said, you wouldn't get much out of BD if you aren't already familiar with the cast.
