Very true. You CAN start today, you don't need money to make an "anime". You just need the passion, then you can make it yourself. Maybe it was easier to do like 8 years ago, when there probably was an active community with voice actors, but voice actors really are the only problem, and you may still be able to get some free ones.

One person can make an animated movie in half a year or maybe a full year.

I don't think you need to be a company. But the point of anime is that it's Japanese. You can argue what it means to be "japanese", but it may depend on how integrated you are into japanese society and culture.
if you are just going to a university for a while then it may not be anime but if you've lived there your entire life its more anime, and if you're making it for Zig Forums its less anime and if youre making it for japanese it's more anime

the japanese have an iron hold over the definition of what is anime and who gets to produce it
it's, along with manga, their biggest source of soft cultural power
if you are not japanese you do not produce anime, simple as that

Look at what the fanime community was able to do. They prove that it's possible to put out huge quantities relatively quickly.
If you work hard, you can make plenty in a year. The biggest problem is if you don't know how to draw, then it may take some time to get a useable drawing ability. But still, if you start now and work hard you can probably finish a movie before the end of next year, all by yourself (besides voice actors, and you'd need to pirate music)
