Horror is just hard to do in general, and anime makes it even harder to do because anime characters don't look like real people. So you lose out on visceral sense of danger like you might get in live action or even prose: your brain is programmed to respond with fear to what it sees as a threat. Seeing a 'real person' on the TV get butchered by a slasher can trigger that response (when its not done so badly it becomes comical) in a way that the same happening to a cartoon does not.

There are three general kinds of fear, what Stephen King calls Horror, Terror, and Dread. Horror is the gut-churning reaction you get to something really gross or disturbing to look at. The bloody room, the disgusting monster, etc. Being horrified by something is all about revulsion. It can be potent, but it is generally short lived. Junji Ito is a good example of revulsion based horror in Japanese media, but his work also goes to show how hard it is to replicate. Ito's manga are iconic as hell, but adapted into an anime it just did not work. It became less scary in motion.

The second kind of fear is Terror, and that's all about immediate danger and jump scares. This is the part that anime doesn't lend itself to for the previously mentioned 'its a cartoon' reasons.

The third kind of fear, the one that Anime really has to double down on to be scary, is Dread. Dread is all about suspense and making the audience uneasy because they know something bad is going to happen but they don't know exactly when. It is about building audience expectation and dragging them towards something they know they don't want to happen but also can't look away from. This is hard to do because it requires the show to be actually engaging and well paced and directed, its easy to fuck up. But its also the kind of fear that anime is best suited for.

Another is more anime Final Destination then true horror, but honestly I would prefer more of this, or slasher type anime.

its not really horror, more like cute humor with a bit of light sort-of horror/sad later on. I liked it, but depends on what ones expecting. The direction is Shaft-like but less choppy between scenes

Because the medium isn't suitable for effectively horror. Sure there is anime that can pull a couple scares and disturbing scenes right but in general being an anime reduces the impact a lot.

Horror is even more subjective than comedy since some people get scared by literally anything while other won't ever get scared. When you take that into account, making a horror series that's good even if it's not scary is really hard.

Saying "horror just doesn't work in anime" is the same as saying "porn just doesn't work in anime"; it sounds logical if don't think about it at all, but anyone with a brain can figure it's not true.

Stephan King is hack who can never finish a story without making it retarded.

"My Fair Lady" from Boogiepop Phantom and "Pierrot Le Fou" are my two favorite eps of anime horror

Anime's a difficult medium to do horror in. If you don't get each scene exactly right, it'll come off as goofy and lose its effect. Manga is a bit more forgiving, and there's some excellent horror manga, but anime generally falls flat.

Death Note seemed to aim for disturbing at first but early on it threw the towel into borderline absurd comedy.

Junji Ito Collection is decent. He also has a new anime coming out sometime soon

The only reason why I watched this is because the eye patch girl was cute.
With that being said I have never seen a "horror" anime that was actually scary in any way.
