Because kubo barely drew backgrounds and left most of the page blank already. It was basically the culmination of his style, so if you did not like the style beforehand it is the culmination of shit
What's there to hate about no backgrounds? Minimalism is a form of art, as long as kubo can keep the attention of the readers on the subject of the page/panel he achieves his objective.

Hollow Ichigo was a piece of shit when he fought the Wizards or something. Ulquiorra was not a regular hollow, he was a Vasto Lorde PLUS he had two transformations, but (THE BEAST starts playing) Ichigo ended up on top.
He admitted that he doesn't draw backgrounds because he doesn't want to, so it's not a pure stylistic choice. Anyway, it's not bad, but it's like that HxH page with a shitton of text. If the fact that you avoid backgrounds, or throw lots of wall texts, is so noticeable that people already jokes about that, it's obviously going to be worse if you make a page like that. However, while people jokes about Kubo's allergy to backgrounds, it's not to imply that he's bad, not because of that at least.

He BTFO Hiyori and it took all the vizards to stop him. And he hadn't even taken full control during all that. The wizards were keeping him inside a barrier while he was being transformed during his inner battle with white and none of them could tame him.

Most of the mangaka have assistants for backgrounds and stuff kubo just doesn't think they are necessary to engross the readers in your panels.
Neither was in control during the Ulquiorra fight.
Zangetsu emerged, but quickly began melding with Ichigo and went insane. That's what happens to those who are powerful and hollowfy.
The fully hollowfied version cannot be controlled by design. It'll require controlled hollow melding or transcendence beyond hollowfication to stabilize it. And if Ichigo goes beyond hollowfication then the resulting being arguably won't be him any more.
