They were like Wing with Zushi they wanted his physical skills maxed out before transitioning to Nen. They don't want him to become overreliant on it and neglect the fundamental -- that's how you end up jobbing

Overrated:

Chrollo, honestly he is only truely dangerous if he can fully utilize his abilites, which means preptime. He has a toolbelt that in theory allows him to beat anyone if he can prepare, but in a 1 on 1 it isn't realistic he could pull that off. Anyone sufficiently strong in close combat could take him out, if that someone is aware of this then he isn't too difficult of a quarry.
Zeno or Silva could take him out by themselves for instance, if they knew they were fighting him and chrollo did not know he was fighting them. The only reason he survived long enough to be saved by Illumi was that both Zeno and Silva were weary of his ability to steal abilites.
(He is still a top tier nen user on the level of Hisoka, Illumi, Morel and Kite despite this, but he is not anything more than that without the right circumstances)

Feitan.
Overrated due to his lackluster close combat abilites and the flaws in his hatsu. Feitan is weaker than a chimera ant squadron leader, really nothing too impressive here, but most spiders are not powerhouses in close combat. In theory this works to his advantage due to his hatsu, but any opponent who presses the advantage and does not back off when he activates it would easily dispatch him. Enhancer types would roll over him, for instance.

Underrated.
Bono:
His fighting style is honestly really strong, there are few if any counters to sonic attacks, only speed demons with excellent analyctical abilites is a bad matchup for him, such as Killua.

Uvogin
A master enhancer with DC levels rivaling the royal guard. He was used as fodder to prop up Kurapika, honestly it made little sense as Kurapika would realistically have had no chance against Uvo considering his feats, such as tanking a high powered rifle shot to his head with nothing but his ten shroud, or stopping an anti tank rocket with what looked like Gyo.
He has only gotten more impressive with time as his feats have rarely been matched or surpassed by other characters.

when the abilities owners die Chrollo loses the abilities too, that's why he can't create copies or control them anymore after Shalnark and Kurtopi died.

If you're talking about Hisoka vs Chrollo, with Sun and Moon corpse shenanigans, Convert Hands fuckery and Bookmark bullshit, I feel like adding another ability to the mix would have just been too much in my eyes.
Other than that it's just not a well explained ability, though instantaneous transportation of allies sounds pretty useful during this arc, so it might come back when the next batch comes out.
