I mean, they're the ones who don't know how to cater to an international market. The last issue cost me 290 yen. Getting a magazine like that for $3 in America would be an insane deal.
If they partnered with some printers in a small area like Cali, then ran some deals with a few ad companies, they could sell it for $5 easily and still have a good margin while establishing a market in a place where wea boobs will eat up fucking anything. If they had any common sense past that, they'd use that same publishing deal to publish Man-wa.
But Japan has no business sense. Hell, everything in Japan is built around being temporary, even their fucking houses aren't meant to last more than 4 decades. They'll dig their own grave, just like always and blame it on all the wrong things, never learning their lesson.

When One Piece ends in a few years the whole thing is going to collapse. It probably becomes a strictly digital medium, and artists eventually realize they could just do that shit themselves and the market falls apart.
