Yes, actually. Or more so he is a blank slate. Notice how he would get influenced by other. How He wanted to be a hero because he saw how cool they were but never could really get into it and grew timid because he was put down so much by other. Notice how he constantly copies others because they reflect on him and how fast he learn yet can't think by himself too much and stays in his predefined up to this point cubical. Think about any villain with an influential belief and how easily could have turned to their side if they were the once to get to him first. One meaning of his name is "Doll".
He could have gone against quirks as a whole like Overhaul as in spite the fight he doesn't have one.
He could have been subjugated and groomed by AfO because he could offer him a quirk.
He could have become judgmental like Stain towards heroes as a side onlooker with a impossible standard he only sees in All Might.
He could have found quirks the same way fascinating like he does now because he is technically compatible with all of them thus wanted their free expression to which he would side with the Meta Liberation Army.

I like the interpretation but I don't think it's some sort of earthshattering reveal that the shonen protagonist literally designed to be a self-insert (like nearly every single shonen protagonist) is a blank-slate that is influenced by others.
