Many manga/light novels strive for this.
They'll have a 10/10 set up, and opening, but once they catch fire they will drag it out to absurd lengths.

A semi-popular series will pay the bills, and getting a project serialized is hard enough, let alone having the product be popular.
All of these bullshit plot lines exist purely to extended the lifetime of the work so the writer has some secure income.
That comes before making a competently written, concise quality product.
