I think it's an acquired taste, I didn't like it too much because a cat should be cute and I didn't get the point of the character or liked the derpy sounds it made, but at the end of the third season he already had some protagonism and development so I didn't mind him. What still bothered me until the last episode is the other cat looking like balls and penis, I mean it was too similar to be a coincidence, right? I mean, it's a dick, why a cat should look like that?
About the quality, the art is perfectly fine but it has that first 00's bland look, if it could have been a 90's cell series it would have looked georgeous, probably.

Well, there is one or two "filler" episodes focused on him out of 50 if I recall correctly. In most of the episodes the characters interact with him in one way or another, but he definitely isn't the point of focus, I wouldn't say it's a good enough reason to ditch the whole show unless you are autistic like OP.
He grew on me a bit over the time, but I've been simply ignoring him during my first watch and still enjoyed the show quite a lot.

I remember seeing Aria first time and dropping it after the second episode because I couldn't even see the point. Watched it years after and now it's my favorite from some time and I don't think it's going to change.
