I would not say memorable, but is probably the ones that are contained to one without making it extremely generic. For example in Oregairu the MC talks a lot about the city Chiba, and sometimes it is somewhat relevant, but overall is difficult to find an anime that makes use as the city as an integral part of the story rather than a space only understood as a setting.

Gakuen toshi is based off of tachikawa and tama-center. To be honest Tachikawa and tama-center look nothing like gakuen toshi. Both are nice places to stroll though because they are in outer-tokyo and are people wide open. Gatchaman which is also majorly based in tachikawa portrays tachikawa better while also being more realistic (in terms of scenery).
