"fangs" in anime aren't usually representing massive, vampire sized canine teeth (unless the character is a vampire). They're representing the fucked-up, misaligned, malocclusion rich, teeth that most Japanese people actually think are very cute. Even pop idols, models, and actresses will have fucked-up teeth in Japan. Notice you never see characters with braces in anime, even though 99.9% of anime series take place in high schools.
In the USA, such a character with "fangs" would definitely get braces to correct them. In Japan, people don't get braces for cosmetic reasons, but only if teeth are so fucked-up it impedes your chewing or endangers your health.
