It's not really because most the plots aren't really connected to the main plot in any real way. By the end most just wrap up or peter off. I get the feeling they were going for "wacky lived in world" but introducing characters that never go anywhere tends to be really disappointing.
However the main plots are the lamest.

Loved this show. It was a great ride and I loved all the subplots and characters.

I'm ashamed to say it, but being a sourcefag I figured it was just a bad adaptation that cut out good character interaction for the sake of time. Alas, the actual novel is several times worse and among some of the most annoying to read non-isekai LNs.
Season 1 is fine though, I think it's a very decent execution of an ensemble cast, everyone's storyline is intentional, contributes to an overall sense of life in the city, a central most important storyline emerges that everyone plays a role in, there's a healthy sense of intrigue, I liked it
Season 2 you're probably right about, there are just too many characters

Yeah the gangster faction gets a whole new set of characters, there's a little girl and mobster friend of the boss
The kinda glazed over Russian assassin storyline gets a new character who takes up a lot of time and it's all kind of contrived
Shizuo's brother gets an emotionally stunted idol gf which I think is an interesting/cute concept but they don't get any fucking screen time
Mikado gets a gaggle of manipulative underclassmen to shake up the dollars/scarves/zombies storyline
All of this would be forgivable but it comes at the expense of members of the s1 cast who have no involvement in great lengths of the plot or are basically cameo appearances
It's kind of a fucking disaster I couldn't finish it
