I don't get what's your problem, user. Making a small insect robot go to another planet is hard. 16 doesn't actually obey Gero, and waking up 17 and 18 is very dangerous. Cell needs years to develop properly and 13, 14, 15 (who are not even part of the same canon) were not even made by him and honestly pretty weak. Trying to kill him with 19 seems like the safest and most logical thing to do. Every other plan was fucked in some way

People loved it because it was a fucking amazing chance of pace and scenery from the ass-dragging Namek saga.
Plus in the initial NA run the Namek saga lasted about 4 years, so it seemed like a near fucking eternity of boring green skies with Gohan and Krillin accomplishing next to nothing.
