I'm rewatching it and into 2nd Gig right now and I never noticed the difference in quality between seasons.
The second takes so much longer to get going.
There really aren't many stand out episodes that I'd show someone to get them interested in the series.
I think that as a whole, 2nd Gig is much better and coherent.
One of the few times where toning down an outfit was an improvement.

I think it got better as the show went on, but you're right in that her personality was overall less eccentric than in the manga for the worse.
I found the change in Batou between SAC and 2nd gig to be more jarring tho
