The toy factory was a business and also to stifle dissent. The 'evil' plan was just to run an underground weapons manufacturing and to control or erase important people from other nations while fronting as a benevolent king. It was all running smoothly until the strawhats showed up. The bird cage was bad though it did have symbolic reasons behind it.

It didn't throw anything out the window, dressrosa gave him great characterization. Only bad thing was how he fought like a tank in the end, should've just been beaten easily by gear 4th instead of dragging things out but the fight choreography being bad doesn't take much away from his character and personality.

Fujitora wanted Luffy to stop the bird cage, he couldn't legally touch the warlords himself, that's why he chose to gamble on Luffy for the time which is in line with his characterization. The marines legally can't touch the warlords unless they do shit particularly disapproved by the WG or are soundly defeated by a pirate that they're supposed to terrorize. It's like when doffy was telling sengoku about how easy his "island liberation" was going way back at sky island. Doffy even said that fujitora would have to prove he was breaking rules and fujitora admitted that he didn't have solid evidence. Only thing awful is your reading comprehension.
