He's top tier but there is no "strongest servant in Fate" that's a big part of why it was interesting. Everyone has weaknesses and counters. Case in point, Gil-Archer defeats some really powerful foes easily without needing to go all out, but the loses to his own arrogance and someone 'weak' who happens to be a good counter to him. Fate is a universe with Offensive Bias, ie., the strongest spear is always much greater then the strongest shield, not like typical shonen where higher power level = invincible to lower power level since offense and defense go up equally.

Exactly. Being stronger in fate doesn't mean being impervious to a beam laser attack it mean beaing more skilled, experienced, having more versitaile abilites and non exploitable weaknesses ect.

The counterforce has been btfo countless times in fgo. It got instantly btfo by the alien god's invasion and was getting btfo in the other lostbelts too.

I'm still waiting for them to release Archer Hercules or at least feature him in the story. He's always being hyped as the strongest shit ever in any of the Knight classes (or basically any non-Berserker class).
He's the strongest when it comes to immediate burst damage I guess. Problem is that's no longer really relevant anymore.
Avenger from the 3rd HGW is clearly the strongest. He was the first one to reach the holy grail during his HGW and he didn't even need to kill anyone.

You can just think of the Counter Force is sort of a rudimentary defense A.I. It'll almost always eventually respond to threats, but there are ways to kinda fool it long enough that even if it does react it no longer matters.
In the past, it seemed like summoning Servants to kill bothersome things for it was its basic mode of operations, but it seems that this is actually the easiest thing to bypass. At least in FGO, the number of times it summons a Servant on its own are pretty few in number. There always seems to be some kinda bounded field or whatever in place that makes it very difficult for the Counter Force to summon a Servant to deal with an issue on its own. In such cases, then, it'll take advantage of what's already there. Normally what it does is, if there's a Holy Grail or equivalent power in the area, it'll take advantage of the grail's passive Servant summoning function to summon Servants that might be able to help fix the situation. These are independent Servants, meaning they don't have Masters and don't receive backup from the planet, so they're weaker than normal Servants summoned by the Counter Force itself. It's also implied to take advantage of the Master of Chaldea's presence. In the first Lostbelt, when Guda summons a Servant, they summon Avicebron, a new Servant that they'd never summoned before despite all the Spirit Origins they had recorded already. Considering how insanely useful Avicebron was in that Lostbelt, it's believed that the Counter Force basically influenced the summoning ritual to have Guda summon the most convenient Servant for their purposes.
