Deku is a crybaby in love with his bully, who never learns to tell him to fuck off and is obsessed with him even though they havent been friends since they were like 4. He has little to no emotional growth(unlike based Shinji, who realizes he can learn to not hate himself), has literally no reason to be a hero(unlike shinji).
Deku is a jobber pushover who lost a fight to try to "save" someone.
He'd be fine if there was emotional growth of his character and actually dealing with his flaws(and not by getting new power ups, I mean dealing with the toxic and unhealthy views he has). Deku also never wavers, but not in a good way. He never wavers in an unrelateable way that isnt very inspiring. He lacks actual flaws that make him human, like being selfish, like being resistant, like being mean, like being weak, like giving up on people. Combined with no real motivation, and defeating opponents by only punching harder...there's nothing substantial to him. The cleverest thing he did was the bomb sled thing in the tournament arc during season 2.
God why is this even a question when shinji as a character is way better in all aspects?
