In Germany anime caught some flag during the Killer Game hysteria we had during the 2000s, but it was usually a by-catch. It still caused unbearable amount of censorship, Naruto got despoiled especially hard.

Anime we call anime and that was seen as something different is much more recent.
Case in point, all those older people in Germanistan who had nothing but flowery nostalgia for stuff like Heidi or Maya the Bee and so on, usually comapring it favourably to the japanese Schund of today (I think I don't need to translate this, know that calling media "Schund" is the most disgustingly pretentious thing possible, considering who used it for what).
