There is no such thing as a smart character. Every character is exactly as intelligent as the plot needs them to be. A smart author could write a character to act like an intelligent person, which is rare. Typically smart characters are written by dumb people, which is why smart characters basically have super powers. Dump people think intelligence = precognition
Because he's not a nobel prize winning chemist and that would need extremely specific knowledge which is not required to make conan smart.
Smart characters in anime aimed at a young audience are almost always going to be magical supergeniuses. It's like complaining that Ms. Frizzle wasn't a believable character. Writers don't always have to aim for realism.

I don't really think either of those are badly done. Neither of them have functional precognition to come up with ridiculous contrived plans like other "smart" characters such as Shikamaru or Light and L. Dr. Stone guy just has encyclopedic knowledge, and Conan is good at making deductions.

As the screenshot said "smart" is just gathering all the information that can be known at the time and trying to find a solution from it.
Senkū who's just replicating modern processes and Conan who's just using deduction skills to solve the problem are smart. Only time when it's "up your ass" is when you assume intelligence without any evidence or solutions to your name (I mean you can still be smart in the end but you cant' blame anyone for not buying it).

Senku's pretty smart yeah. He's not as good at thinking up new ideas and applications as Chrome, but he's studied a lot and is able to recall what he's learned very well.
It's funny how right this pic is, even though HxH lost all appeal to me long ago.
Dr. Stone pretty much continously points out that Senku isn't really amazingly smart (smarter than average maybe, but not a super genius), he's just a diligent studier and has a good memory. Multiple characters are shown to be better than he is at working through novel information and actually "doing science" rather than just duplicating things others have already discovered

The fight itself was complicated, but it started off with Chrollo basically breaking the concept of vows and limitations over his knee.
