Is there anything sadder than an Angel? They were unable to cope with the pain of existence due to their eternal loneliness, being to different from each other to be able to relate to each other. Moreover, they were unable to develop complex thought and face their problem using reason due to not possessing the Fruit of Wisdom. They couldn't even hope to be relieved of existence by waiting for death, since the Fruit of Life had granted them eternal life. Not only were all their attempts at causing an Impact to reset creation thwarted by depressed 14-years olds, but even if one of them had managed to make contact with either Adam's embryo or Lilith's crucified body, they wouldn't have been able to make an Impact happen, as both of those were soulless, inert entities.

what's the lore on how smart/emotional Angels are? do they possess human emotional intelligence/depth, or even greater?

There's little to no lore about that. Armisael's conversation with Rei seems to indicate they can at least understand basic emotions Armisael recognizes that Rei is lonely and seems to experience some sort of Schadenfreude following that realization.
But they're not as smart as human: Lilith's element is called the Fruit of Wisdom for a reason, and Angels don't have it.

They probably had no intelligence. Armisael wasn't really talking with Rei. It most likely was just mirroring Rei's inner thoughts. Same for the orbit angel that mindraped Asuka. He was just probing stuff inside her head. Kaworu was probably the only one who had a fully developed intelligence, but still, he had nearly no empathy (aside from feelings for Shinji) and no free will. I'm not taking rebuilds into consideration.

In NGE it was mentioned that Kaworu was born the same day of the 2nd impact, and in the classified information files, it's confirmed that SEELE put Adam's soul in Kaworu's body.

According to NGE2 there are 7 Seeds of Life. Adam and Lilith appeared in the anime and another one appeared in Kaworu's route in NGE2 but took the shape and voice of Kaworu to speak to him. Besides that, we know nothing about the others Seeds of Life.

Little known fact: Armisael was actually the Angel that came the closest to actually being able to cause an Impact. If you look at all Impacts that happened (the Second Impact back in 1999, the Third Impact in EoE and Shinji's Impact in 2.22), you'll see that there are three things you need to cause a full reset of sentient life and start a new Genesis. It's actually pretty simple, because Impacts are something Seeds of Life use as part of their role as creators of life. You need the flesh of a SoL (an Eva's body can do the trick since they are clones of SoLs), the soul of a SoL and an S2 Engine to power the entire thing. Second Impact = Adam's flesh, Adam's soul and Adam's S2 engine. EoE's Third Impact = GNR had Lilith's flesh, soul and S2 engine, plus Adam's soul and embryo body. GNR could have caused an imapct on its own, without Shinji's input: the Eva series restrained GNR precisely to prevent that. Rebuild's Impact = Lilith's flesh (EVa-01 body), Lilith's soul (Rei) and Zeruel's S2 engine. In contrario, Eva-01 eating Zeruel's S2 engine in the main series did not lead to an Impact because Rei was not involved in the process. In the Rebuilds, Shinji, Rei and Eva-01 merged to the point of becoming a single being that caused an Impact.
So, back to Armisael. What made him so succesful? Other Angels came close to reaching Lilith. However, they would not have been able to cause an Impact, lacking a SoL's soul. But Armisael was very lucky. He managed to parasite Eva-00, but also its pilot, Rei Ayanami. During the short time all three entities were joined in one, Armisael had its own S2 engine, Adam's flesh (Eva-00 being a clone of Adam) and Lilith's soul. Armisael was actually shaping into a giant naked Rei by the time Rei-2 an heroed to prevent things from degenerating further.
