It's a generalized solution to the problem of vigilante justice, not just Kira.

Well, you're right it's a solution to vigilantes, that I agree with. Though even then it's really only a solution if there's no way for a determined person to find the names because just hiding them can trigger vigilantes who feel there's no way justice is being served (I mean have you never heard of the UK or Zig Forums?). But it's not a solution to the problem of a guy seeking to cleanse society of its evil and with the ability to do so just by writing down their name. In a way the manga only works the way it did because it was set in Japan where they are extremely strict with crime in theory but nobody really gets punished while the politicians aren't questioned even when they destroy the country through typical political subversive tactics. In any other country, Light would kill politicians and media figures first or if he wasn't smart, he would just kill his neighbor or cousin or a rival gangmember or a co-worker.
