Nope. I don't think filler = anime original. Stand alone episodes aren't filler in a show that is by design meant to be episodic. Island arc in Nadia, that's filler. The flashback episodes of Wolf's rain = filler. A show that's designed to be episodic with an overarching put sprinkled throughout? Not filler, unless an episode was designed solely to fill in a timeslot or quota.
