I think Makima may be evil, but this chapter opened up other possibilities in my opinion.
When Kishibe said "as long as you are on the side of humanity" maybe what he meant was that Makima intended to collect the gun devil pieces, and keeping them in Japan, instead of killing him, causing a world war. Perhaps Makima actually doesn't care that a World War will follow, and thus actually wants to kill the Gun Devil. If her intention is to kill the Gun Devil despite the chaos that will follow, I don't think she is a bad person even if many will die because of it.

I thought you could only implant Gun Devil parts into other devils, it sounds like a huge gamble to try to make even something as small as a squad of powered fiends without the huge risk of them going rogue and slaughtering their own "countrymen". But it does make some sort of sense.
