I think the problem here is that we don't know what happened to them after they got grabbed by one the numbers. Did they escape faking their own deaths in the process? or in some way the BP couldn't not track them anymore?
If they did maybe the BP thought Raizo hide in Zou because of the connection he had with the minks without taking into account that the 2 may be still alive

If my theory of the BP losing track of Inu and Neko is correct, Kaido just thought that the 2 were dead and Jack was too young at the time to recognize the 2. So he settled to just following orders

Actually if you reread the chapter they never once talk with Kinemon as fellow scabbards. It's all very creepy knowing who they are and what they went through, they talk like political allies more than friends.

Raizo was one of the samurai who time travelled with Momo and knew the info of their plans/whereabouts. Inu and Neko had been off on their own homeland for 20 years and had no info.
