It's what they eat but wheat based products are simply tastier. Rice is the most bland tasting cereal. Bread and pasta are light years further in both organoleptic and gastronomical qualities. Rice is literally fuel.

The Roman Legion had to mill their own damn flour in the middle of battle. Rice could be eaten without milling and that is massively efficient in hard times. Milling causes loss of edible food.
And when you want to, you can mill rice anyway if you want to make a dough.
Obviously the down side is that it relied on a good water source. And also the same plot of land could grow three times as much food if you grow potatoese instead. But potatoes is a bitch to store, and dried rice basically last forever if they keep it try.
For a long time, Old Japan basically used rice as currency. Your typical rice cup in a ricecooker holds enough rice for one meal. And 3000 old Rice Sacks, a Koku, are suppose to be enough to live off for a whole year.
And the "Koku" was the base unit in old Japan to pay salaries, to collect taxes, to reward and to fine. You could pay the government in literal rice, or you could pay gold and silver but in terms of rice.
And it is kind of interesting to see money as rice; it gives a different perspective. "I have enough rice to feed myself for X amount of years" is more physical than just an arbitrary number next to the $ symbol.

Oats is not cheaper. Its main advantage is it can grow in harsh environments, but not cheaper if you need to buy it.

There are dishes that involve wheat grains, wheat doesn't need to be milled into flower to be consumed.
And if you are going to argue that wheat needs to be processed by pealing out the chaff well guess what, rice has a similar process.
I don't favor one over the other I think they both have their place.

Of course there are. I'm talking about them in their most basic form. Rice literally just needs the right amount of water, heat and can be prepared in less than 20 minutes. It will be delicious even just like that.
It's not that simple for wheat grain. You could try the same, but it won't taste as good. You'd at the very least need roll them and boil them in milk.

There was at least one recipe I loved since childhood.
It was pretty simple to prepare, you just boil some skinned potatoes mash them in a bowl with some boiled chicken eggs (enhanced with quail eggs), salt, cinnamon powder, black pepper, and olive oil.
