Maybe, they did say there are certain cards they can/can't use. It's also likely that as the journey progresses more pages with different cards get unlocked too. We don't exactly know the origins of the binder or even what's going on with Emi being a MG.

That's good. I was hoping they would eventually start using the actual skills of units in the battle to give it more of a Vanguard feel. That's also a better way to shill cards without cardfights.
Honestly this felt like a great chance to show off a whole bunch of different units doing cool shit, too bad all they're selling us is blaster blade and blaster blade accessories.
I guess it depends on how the timeline is distorted. The Vanguard Koshien was still a thing in this episode and they even confirmed IF starts a year after the end of Zoku
