Why do people like him so much? He's a loser who got groomed by a maniac to fuck with his arch nemesis. His backstory is getting beat by his dad and killing his family. He had no motive beyond "I want to upheave society because "???". It's been almost 300 chapters and the audience and the main cast have no personal grudge against him except that time he forced Bakugo into a sleepover.
AfO and Twice were more interesting characters so why are we stuck with this chump as our lead antagonist?

A villain backstory doesn't exist solely to make you feel bad about it, it exists to give him more character and solidify his motives, a proper villain background doesn't need to be sad, it needs to be good and Shiggy's backstory isn't neither.

Like how All Might works as a symbol of peace, Shigaraki works as a symbol of evil. A symbol is simple enough that practically everyone understands it. They don't need to know All Might's backstory or his training with Gran Torino or his college years. They need a broad back, strong positive colors, an indomitable grin, and unyielding strength.
Shigaraki may not be as physically robust as AFO or All Might, but he wears dark colors. He has incredible power. He has a huge, gleeful grin masking murderous intent. You watch society crumble around him as he erupts into laughter. His lanky appearance and thin limbs make his attacks seem erratic and unpredictable. He exudes a fearful aura. And no longer does he follow. He now leads an army, with him as the overwhelmingly powerful figurehead.
In short, watching Shigaraki jump into the fray at this stage in his development is like watching All Might appearing in a battle, but on the evil side. You just know the entire tide is about to change.

All might took a person with no means and good intentions and gave them an opportunity to play the game because he saw he could craft him to his liking, but part of this is all might wants him to be his own hero.
Shiggy as seen by AFO is similar take someone with good intentions and put them in a vulnerable state. Show them that “good” isn’t necessarily “good” while simultaneously doing the same with moral “bad”. He’s a complete puppet, AFO is obviously a god in his eyes and he knows that the gift of his power will bring absolute loyalty. Shiggy is a puppet

I agree with this user here, Shiggy have way to much motives which ironically make him really bland, like the author couldn't settle for one and keep adding stuff on, making him unnecessary complicate. this combine with his lack on charisma or anything that made him stand out make him a really bad villain.
