You can do that while using actual strategy. In Shikamaru vs Temari we see Shikamaru force Temari to take a specific route and the parallel to how Shikamaru play shogi.

It's unironically the perfect strategy for the fight. If meruem had gimmicked netero all his overwhelming power (and netero's character exploration that came with it) would have seemed like it was only an informed attribute

I'm pretty sure she realized he was indeed a monster when she touched him and made kind of a surprised face, then relaxed her expression and continued without being phased since to her, he was just Meruem and it didn't matter what his appearance was. I don't think she ever believed or found out he was evil though and murdered her village, not that it would have mattered at that point.

Not every fight needs large amounts of strategy. The strategy is pretty simple, for Netero it's to keep slapping Meruem until he gets tired while holding his ace in his back pocket, and for Meruem it's to understand Netero's patterns and slip past his attacks. Meruem doesn't need to do any sort of advanced strategy because Netero is so little of a threat. If Meruem knew about the bomb beforehand he likely would have had a more involved strategy, but since Netero was so weak nothing special was needed. It's still a good fight, but not because of a deep strategy.

If he didn't complete his mission the entire organization he's in charge of would suffer the consequences since the V5 is the organization that allows Hunter's to have so many freedoms and perks. On top of that, Netero wanted that fight more than anything since the thing he most desires is a superior opponent to fight against. On top of that Mereum still believes he wants to subjugate humans, even if that would fail, it's not something Netero would allow either.

It was BS, but it's wasn't 10 million.
