Literally the opossite, most otakus misunderstand a girl kindly saying "hi" as a romatic/sexual advance on them.
Romcom aren't designed to have progression. They just keep the status quo to milk their audience 99/100 times. The easiest way to do that if you're a bad writer is to castrate the MC.

I guess a lot of the target audience can't relate to an actual relationship. So the story has to stay in limbo forever or the author risks alienating them.

It's supposed to sell the dream “hey you, kissless virgin, there are actually people in love with you right now, you just don't notice.”
Most romantic comedies don't do it; only the wish fullfilment one's, which typically aren't even “comedies”, not sure why they get called that.
Actual“comedies”, that one actually watches to laugh like Love is War don't really do this stuff.
Comedies? I mean chads aren't good for comedy are they? Comedies typically have very dumb and idiotic characters to laugh at.
Even in Love is War; Miyuki and Kaguya are first introduced as total chads at the top of the popularity hierarchy — and shortly thereafter they pretty much behave like bumbling fools, whom one can laugh at; it's a comedy, after all.
There are plenty of love stories with them that aren't straight comedies. Try: Testament of Sister New Devil, Super Lovers, Bunny Girl Senpai, Syakugan no Syana, Love Stage [the t.v. adaptation stops before Izumi becomes a film star], Hidan no Aria.
There's Maid-Sama! I guess, which is a straight comedy in which much of the humor is derived over Misaki and Usui being unrealistically good at everything — though Misaki's still a tundere that's a bit in denial about his own feelings and that of Usui; I wouldn't call it “dense” though.

No one in Kaguya is “dense” — they both realize each other's feelings; they're both just too proud to make the first move and are scheming to coerce the other to.
I would say “because he's not a self-insert”, but I've seen many a self-inserter not being stopped by that.
Really the only obstacle for the self-inserter seems to be gender for whatever reason. These dudes would sooner self-insert into a tertiary character that hardly ever appears that matches their gender, than a main character typical self-insert that doesn't.

Kaguya is literally all about both of them knowing they have feelings, they're just too proud to admit it, Kaguya is literally the only series doing it well right now.

Tougo from Dumb Prefect is great because he's so dense that he can never be anything other than honest and constantly makes Poemu wet because of it even if he doesn't realize it.

I came here just to point this absolute mad lad. He is dense but in a such a chad way. I also like how Poemu isn't 100% tsundare about it while still being annyoed by it. So far things are gooing smoothly and I expect that this will end somewhere at like chapter 30-40

You mostly see it in stuff that isn't a romcom and is just using the cliche for fun like Isekai Ojisan or in dumb 4-koma like the huge breasts office lady one.
