One of the criticisms I have against Higashide and Sakurai is that they kinda tend to ignore older Servants in favor of newer ones. Whereas other writers, especially Nasu, love reusing older Servants for events and the like, Sakurai and Higashide seem to have an "out with the old, in with the new mentality". This especially affects Servants they themselves created. And unfortunately, Sitonai is one of Sakurai's.

LB1 was almost definitely written by Higashide and featured almost no older Servants. LB2 was most likely written by Sakurai and also didn't use many older Servants. It's only starting from LB3 when older Servants started being used more frequently.
