Both are easy to understand, the difference is that Togashi's ability is more solidly written leaving no room for confusion or bullshit, while Araki makes the ability work randomly. For example, the 10 seconds are never explained in how much time does Diavolo or Doppio see them and sometimes he sees the thing completely in Epitaph, others just a moment, others in King Crimson just sees thing the future barely ahead as things are happening etc. It just really works.
Then you have other bullshit like "it was destined to happen" and skipping time completely desregarding that the characters would have reacted to what he saw himself doing, so stuff like getting trish from the elevator without bruno noticing or killing narancia without no one noticing or changing places with the kid on the beach would be impossible. Not to mention that "it's destined to happen"works like he wants to because in his fight against Risotto he cutting Risotto's foot for some reason counted as a sustitute for his own foot getting cut, which makes 0 sense.
Also, he goes all his way to not attack anyone in that time, leaving the audience believing that he can't affect the real world while he is there, yet at the end he blinds Polnareff with his blood like if that has a pass for some reason.

But well this is not something new and is not a case of only King Crimson, most stands in jojo's just work, specially if Araki has to use them multiple times and comes with scenearios for wich the stands where not designed for.

Those are all directly part of the Succession War with all interconnecting plot points, factions, and details. If the chart wanted to include things "tangentially related" it would have added the DC expedition side of the arc, which includes multiple larger factions altogether.
