To be completely fair, Kurapika was voiced by female seiyuus in two different versions of the manga adaptation.

Kurapika crossdressing and Chrollo even commenting how pretty his stalker is was also in the manga. If Kurapika wasn't a remarkably good trap he wouldn't have used it as part of his plan in every iteration of Hunter x Hunter.

While 99 version played the girliness, the general girly vibe is also present in the manga.

There are males that exist with the ability to easily pass with crossdressing. They're rare but certainly exist (most often they have kidney issues/anemia since childhood that heavily stunt their puberty). Kurapika's androgyny is used with some functional purpose in the manga atleast; he is able to disguise himself very easily. I'm sure if he was properly masculine he'd find a different way to hide from the spiders.

Let's be honest, through all of human history that's exactly how feminine boys were treated. They have existed and I don't believe having one around a manga is wrong if it isn't distracting and services to the plot at some point.
