Because there VA is a real institutionalized job and people spend years in a VA college before ever trying to get any roles.
It helps that their language is beautiful.

The Eva cast is lightning in a bottle. The only anime with more perfect casting was the Genshiken adaptation
The frequency range of their voices seems to settle in a naturally comfortable range, not too loud or too soft.

Those are real actors, not voice actors, again, Voice Acting is not a job in the land of freedom.

Having an experienced director who is familiar with the material and intent of the scene works wonders.
The vast majority of western VA is totally directionless and the results speak for themselves. You get bad performances, and even good actors giving totally off tone lines.
What you should really be asking is why English VAs are such shit.
It's simple really a cabal of talentless hacks has taken over most of the industry. Former VAs become ADs and hiring only their friends perpetuating the circle jerk.

NA simply doesn't give a single shit about dubbing, that's why english dub is always bad no matter what, it's almost as if the same 2 people dubbed every single anime in ever, outside of NA dubbing it is a line of work that look out for professionals and the end result varies.

A lot of voice acting is done in the dark to avoid spoilers or something. Some VA’s have no idea what characters they did before the product is released. I remember seeing that Erika chick who voiced Jesse in FF7R being surprised that the character she did in that new xcom game was a snake woman.
I mean say whatever faggotry about “mah seiyuus” but a lot of VA’s do put in their best effort. Sometimes they get stuck with absolutely shit voice direction and lack of context for their lines or even characters.
Japanese drama may be influenced by western media but it does still emerge from the highly expressionistic and theatrical Japanese style drama like Kabuki theater. Putting on a show with the intent of letting the audience know its a show is part of the act.
