They directly answered this already. Nasu wanted a more even split between male and female servants, and while there's plenty of famous women it's a LOT harder to asspull them into being fighters that can stand up to actual knights and heroes.

I mean, how else can you explain it? Everyone complains about Saberfaces but the truth is that the otaku pandering and waifufagging that FGO has brought absolutely overtook the franchise as the face and it’s not for the better. I don’t give a fuck about Gaudo cause he’s not so much as a character as a audience stand in. Even the protagonists from the Extra spinoffs have more character then that bastard, especially in Last Encore which surprised me how decent it was.
