by generating an electromagnetic field connecting target and object, the stand moves the object towards the pursuer, who we shall name jobro for now.
jobro, if he were to pursue lil ol Head Doctor, would be under the spell of the stand, and as such would have an object (chosen probably randomly) flung towards him, via this field.
why else would Jo'on be talking about this idea of his, unless he knows more than we do because of his stand and its ability?

The Wonder Of You’s pursuit Ability isn’t instakill automatically it can be instakill related to that persons Karma. Thus why Rai and Josuke’s injuries are a lot less critical while Jobin who just got done threatening his family putting his dad in a coma and trying to kill a teenage girl gets turned into a blood fountain

i wouldn't say the field was taken, so much as generated between object and pursuer, and as magnets work, opposites attract. cant exactly explain why the pursuer wouldnt be flung towards the object yet...
as for why TWOU hesitated before entering, it was probably because seeing josuke (it can see, right?) being so confident and sitting like that gave it, or maybe its master, cause for concern.
