It's an excuse to prevent a strong character being simply assassinated without even being able to use his strength. In Akame ga Kill for example, there was a sniper and someone who could change into any person or animal, both would normally be able to end any fight without even being spotted by the opponent if those didn't feel the "killing intent" from far away.
