I think it's because culturally they view it less as stealing and more of paying homage to something they respect. I don't know how common domestic media plagiarism lawsuits come up in japan but I assume it's a lot less common than in the west.

I'm not sure this is parody. Unless all those shots came from a single magazine and / or were really famous shots. Like, if they had someone posing like Spock or the "YOU MANIACS" pose from Planet of the Apes then you could claim parody because those are well known shots being intentionally satired or mocked or whatever. But these are a whole lot of very random pictures. Some are very common poses done by models but after enough of those poses you just start to wonder if the animators got stumped on what to draw, looked at a pile of old magazines on the coffee table, and got ideas. I'm not saying there's anything wrong with any of this just saying parody this might not be. Again, unless those are all really well known and famous shots or something.
The worst example I can think of is Araki naming so many JoJo characters and Stands after heavily copyrighted bands. And then fans are somehow shocked that local translations need to change them.
