Mangaka can express their stories without any political limitations. Manga surpasses anime, film and video game industries in delivering an author's true intent with minimal to no censorship whatsoever. There's no Sony California telling mangaka not to draw characters too sensually, or social justice media blogs like Kotaku or Polygon influencing mangaka to write about sensationalist topics forcibly, or to neuter the author's intent of a story that may be offensive to certain people but appeals to others.
Writing and I'd argue music have more freedom of expression, but as far as visual narrative art is concerned, manga is probably the easiest to consume with the least amount of taboos
