Araki wanted Dio to have all stands combined first but he retconned it later and thats what remains of the idea.

That's actually not true, the first stands he fully thought about before making part 3 was Star Platinum and The World. He had them being the same stand even before he figured out the whole story.

Hermit Purple is the hamon stand. This version of Hermit Purple is the stand of Jonathan's body, which Dio was able to control.
Joseph used HP to search for Dio and get hints about him. Dio used HP the same way to keep and eye on Joseph and the gang.

Once they met in person, there is no reason for Dio to use HP, since The World is much more useful in literally every other way besides tracking.

Also, HP probably conducts hamon when used, so Dio probably can't use it for more than a split second without hurting himself. Dire's hamon rose hurt Dio, but not enough to do real damage. Using HP probably hurt Dio a lite bit more than that, but was unphased probably because he was in control and was expecting it. This part is just speculation though.

Joseph and Jonathan's Hermit Purple, along with Star Platinum and The World, are the same type of stands in the same way that Tusk Act 4 and Ball Breaker are the same stands. They are stands directly coming from the spin being used on an object, being either balls or nails.
The HPs are hamon stands, like TA4 & BB are spin stands. The World and Star Platinum are different stands with virtually identical powers, probably only visually different because of their users Dio and Jotaro, just like TA4 being Johnny and BB being the steel balls.

He used it all the time and that is why stand users were able to find them. They just didn’t show it onscreen.

Dio also has Crazy Diamond. He just doesn’t use it until part 6 because why the fuck would he heal anybody.

They both have the power to stop time for a certain amount of seconds, with Dio probably being able to stop it for longer because of vampire buffs. Dio stops time and commences his wacky attack plan of road roller. Jotaro, instead of stopping time when Dio did, stops time only when he's about to get hit by the road roller and proceeds to punch enough dents in it to slip out. Because Jotaro used his time stop during the middle of Dio's time stop, Dio's ability to move in stopped time ends but Jotaro's hasn't run out yet, which results in your picture We don't actually know how long Jotaro can stop time but he was getting progressively better at it over the course of the night and this was his hail mary use all of his power in order to beat Dio so he pulled out all the stops to make the time stop as long as possible

Even if DIO has the power of every Stand, why bother to use anything except The World? Being able to stop TIME trumps every other power that could possibly exist.

In fact, The World already incorporates most Stand Powers into itself. It's as fast as Silver Chariot, as precise as Star Platinum, as destructive as Magician's Red, as tricky as Hierophant Green, strikes from surprise like the Hanged Man, inflicts terrible injuries like Cream. Why fuck around with the complicated, limited powers when you've got most of them in a single lightning-quick, time-stopping, punchghost?

What if Pucci burnt a copy of the Hermit Purple CD and gave it to DIO?
