Jojo Part 4

Why does everyone like part 4 so much?

I thought part 1 was OK, part 2 was a masterpiece, part 3 was really good, part 4... sucked to be honest.

Okuyasu's father is just there. He's introduced like he would be important and then nothing is done with him.
What purpose did The Lock serve? Tamami just came out of nowhere and never did anything. It felt like filler.
So many episodes felt like this. The episode with the chef felt completely pointless. Nothing happened in it and affected the series at all. It was just Josuke freaking out over food.
RHCP? Well, Joseph was brought in to track him down or something? But then they beat Akira the exact episode Joseph shows up... What was the point of bringing Joseph back exactly? Joseph did nothing this entire part. He found a baby. That's it. The baby they say they'll look for their parents? Never resolved. Joseph just adopts it never to be seen again. It had no relevance to anything.
Okuyasu coming back to life to save the day in the finale was pretty dumb.
Yukako, Tamami, Tonio, Shizuka, Aya, and whoever else I'm missing did really nothing at all. None of them even needed to exist. This part could have been like 15 episodes long and it would have been much better.

Pqrt 4 is disjointed and retarded, Araki just pulled shit out of his ass every chapter because he had no idea where the fuck he wanted the series to go but publishers wanted more jojo because stardust crusaders were a smash hit
Kira stuff is very good but everything before him is just filler and padding

Part 4 is just filler to keep people entertained until part 5.

Okuyasu's dad is the driving factor behind his brothers actions giving random people in Morioh stands.
Tamami needed to show us what Echoes Act 1 does.
Filler with the chef is basically a troll to keep the reader/viewer in suspense, while characterizing the town of Morioh as the crazier as first thought. Also Araki needs Italians in as many parts as he can make.

It's basically a slice of life that gets occasionally intersected with the themes of a murder mystery

It basically fixed/tried to fix the enormous issue that Part 3 had in needlessly initiating stand fights, there was no real reason that the group didn't take a plane directly to Dio, and there's apparent no reason that Jotaro needed to train in order to defeat Dio.

Kira's presence earlier on shows you he is intimidating and makes you invested in Josuke's growth. Also being in a singular location makes more sense as to stand fights aren't circumventable
