There is no proxy war, or war. They know it's not about getting someone together with Ishigami, but of reaching a conclusion with the least casualties possible. That's what Prez taking Miko's side meant, and Kaguya understood that. This should be obvious when you actually read the rest of the chapter. And even if all you did was read the second last page by itself, reading in between the lines should clue you in to how there is no conflict between Prez and Kaguya or what they want. They want the same thing, but they are simply taking on different jobs in the situation.
