From the nip that I can understand from being JLPT N3 passout, Mashuu and Satoko have a conversation about if Mashuu felt a maternal figure in her because of his actual mother's death. To which he says he did thought that way during his early childhood and yes that feeling is still somewhat there. He compares movies as reference for expressing his feelings, one of which is about a mother and son but says he wouldn't mind watching the movie about high school romance either where he pictures himself and Satoko as the main make and female lead. At the end of the chapter he pretty much asks Satoko for a date to go and watch a movie which she happily accepts.

The reason is the same for 99% of the "manga isn't getting scanlions" cases. It's simply that no one can be arsed to get off ass and do the work needed to get it done. The staff that used to do this manga lost interest and no one bothered to pick it up because it's licensed, it's as simple as that.
