The idea of Gear 2 is jet propulsion and hyper-blood-circulation, he still uses both. Gear 4 uses the jet propulsion a lot in both Boundman and Snakeman.

Luffy barely uses Gear Second anymore because it's not visually interesting for Oda to draw. Oda chose Luffy's power primarily because of how goofy it looked, and gear third builds on that while gear second just adds steam and highlights. It's the same reason Gear Fourth looked so stupid. Because Hackda is a hack and thought it was a good idea to make Gear 4 both stronger and faster than Gear 2/3. There's literally no reason for Luffy to use Gear 2/3 anymore. Imagine deciding to powercreep your own MC's abilities. I swear Oda is the shittiest mangaka to ever disgrace shonen jump.
