There are too many guns in the world, the devil war has already started and people know. The American Empire declares that if Makima is not killed, humanity will witness [the worst peace] it has ever seen. The other countries have likely given up on saving the humans, but America will not. Every american citizen's life is cut short by one year to summon the gun devil. America hereby declars war on Makima, the Devil of Dominance. The Gun devil awakens.
Itis just a matter of time until Denji, the Chainsaw will arrive as well. It is the 12th September 1997.

If she can communicate with any devil by touching it and telling it give me all of you, and she gets his or her power to use freely without need to pay for anything she is the most powerful being on Earth currently till primordal devils or archangels or God would not decide to show up.
