Zoro seems like he was already past Jinbe ever since the timeskip happened.
So far we haven't seen Zoro go all out, though he has fallen victim to enemies getting the upper hand on him, like the Yeti Cool Bros and Fujitora. Since the timeskip we've only seen 1 power-up that he's learned over the skip (flying slashes) and 1 upgrade (Enma)
Sanji has been seeing attempting to (and failing) to fight numerous characters that are beyond his level (Vergo, Doffy, etc) while demonstrating a collection of new abilities like full-body Diabo Jambe and Sky Walk, and has also received a single upgrade in the form of the Raid Suit.
At this point, they're both above Jinbei, since they both have very clear areas to improve whereas Jinbei seems to have hit his peak.

sanji and zoro are always equal. just think about it
if sanji could deal with oven and daifuku which are just outside the sweet-commanders without the suit then the suit power up should put him well inside that power range
even if the pagey fight wasn't 100% determined, he was forced into hybrid mode after a single unnamed raid-suit kick. even the off-screened shooting-star seems to imply he got pretty messed up
