The hydroxy functional group in ethanol is shared with the "water particle" H2O. Considering Aqua can only purify water, that means she can only purify the functional group of ethanol, which is only about half of its molecular structure. The remainder of this polar protic solvent has non-polar attributes that Aqua probably cannot purify considering polar and non-polar do not mix (think water and oil).
