Sort of. He's the third generation of a "Mind Assassin", an experiment used by the Nazis to psychologically toy with people before killing them. Kazui instead uses this power to help wipe the memories of traumatic experiences and to "kill" fucked up people my making them brain dead or something. There's only 2 chapters TL'd right now so I don't know much.
